Generally, the rate distortion model is employed to compute quantization parameter for the controlling bit rate.
Quantization Parameter(QP) ( QP ) is an important parameter for the encoding process; this parameter setting determines the image coding quality.
In the designed method, the influence of image complexity on quantization parameter determination is taken into account, and an image complexity metric based on Sobel operator is presented. Furthermore, the relationship between the model parameter and the image complexity is studied.
So, this paper analyzes the impact of scene changing to the video quality and the bit rate, and combined with the new initial quantization parameter algorithm this paper brings a new rate control algorithm applied to scene change forward.
This paper presents the following improvements for these deficiencies : Put forward a selection algorithm of initial quantization parameter based on bpp and the complexity of I-frame.
